The passive voice can be formed as well with andare, but in this case there is an extra meaning. This kind of construction is not only used to express that the subject of the sentence is the goal of the action described by the verb, but not the executor. The meaning is that this action has to be performed, that there is an obligation to do that. This kind of use is very typical for the English passive voice.

This construction is only possible, in Italian, in the non compound tenses (imperfetto, passato remoto).
