Concerning the relevance of mentre / intanto che a google research gives us a clear answer.

In other words the conjunction intanto che is more or less irrelevant.
We have already said that with quando as well as with mentre we can describe parallel actions, from a merely logic point of view the differences are not so big. Nevertheless it is clear that in general mentre / while can't be substituted by quando / when. Neither in English nor in Italian.

Quando / when has so many different meanings that the sentence above would become ambiguous if we use quando / when. If the main statement of the sentence is the parallelity of two action, we use mentre / while or, very rarely, intanto che.
