We speak about the sequence of tenses if the moment where someone thought / told something is the anchor around which the actions / events must be arranged. In this strict sense a relative clause has nothing to do with the sequence of tenses. But in the case of a relative clause as well the actions / events has to be arranged in the right chronological order on the timeline. If the event / action described in the relative clause is hypothetical, the congiuntivo is to be used.
